			<content:encoded><![CDATA[<p>The Hillsboro Police Department is accepting applications for the 2012 Citizens Police Academy, beginning Thursday, February 16th. The community outreach program gives participants the opportunity to have a better understanding of the role of the police officer and what is required of them. The program allows for open communication between members of the community and law enforcement personnel. The meetings are held at the Police Department Training room, 303 N. Waco Street. The 12 week program meets on Thursday evenings, 6:00 pm until approximately 7:30 pm. Subjects will include patrol operation, building searches, criminal investigations and more. There will be instructors from state and federal law enforcement agencies. Students are asked to ride with a patrol officer during a weekend night shift, giving them a firsthand experience of what an officer may encounter. The academy is open to anyone living or working in the Hillsboro area. Participants will be subject to a background check. 			<content:encoded><![CDATA[<p>On Saturday, August 20, 2011, from 9:00 am until 1:00 pm, the Hillsboro Police Department will be sponsoring a School Fair at the Historic City Hall, 127 East Franklin Street.  Children can receive free school supplies, haircuts and immunizations.  There will also  be a child ID table, as well as  car seat technicians who will be on hand with car seats for those in need.</p>
<p>Parents who wish their children to receive immunizations must bring each child’s previous immunization record.</p>

			<content:encoded><![CDATA[<p>On August  2nd,   The  Hillsboro  Police  Department joined forces with thousands of  communities  nationwide  for  the  “28th  Annual      National   Night   Out”   (NNO)   crime   and    drug prevention   event.    National   Night   Out,  which  is sponsored by the National Association of Town Watch (NATW) and co-sponsored locally by the Hillsboro PD, involves over 11,000 communities from all 50 states, U.S. territories, Canadian cities and military bases around the world. NNO 2011 is supported in part by TARGET, the national corporate sponsor.</p>
<p>Tuesday evening, residents in  neighborhoods throughout Hillsboro locked their doors, turned on outside lights and spent the  evening outside with neighbors and community  members at the City Park. Area families enjoyed food, drinks, live music by <em>Total Strangers</em>, water games, and various other activities.</p>

			<content:encoded><![CDATA[<p>Another successful City-Wide Cleanup was  held on Saturday, April  16th.  The  goal  of  this   annual community event  is  to allow citizens to dispose of debris locally, and for civic minded  individuals and groups to gather and help in the beautification of Hillsboro.</p>
<p>This event could not have taken place without the hard work of the members of the Hillsboro Public Works and Police Departments and the other City of Hillsboro department members who contributed to this year’s event.</p>
<p>Hillsboro Independent School District’s Business Professionals of America were awarded the trophy for largest amount of gathered refuse.   Members of the Rivers of Praise Church earned the trophy for having the largest number of volunteers.</p>

National Night Out, which is sponsored by the National Association of Town Watch (NATW) and co-sponsored locally by Hillsboro, will involve over 11,000 communities from all 50 states, U.S. territories, Canadian cities and military bases around the world.  In all, over 35 million people are expected to participate in ‘America’s Night Out Against Crime’ on August 3rd.  NNO 2010 is being supported in part by TARGET, the national corporate sponsor.</p>
<p>National Night Out is designed to: (1) Heighten crime and drug prevention awareness;(2)Generate support for,   and participation in,local anticrime efforts;(3) Strengthen neighborhood spirit and police-community partnerships; and (4) Send a message to criminals    letting them know neighborhoods are organized and fighting back.</p>
<p>From 6 to 9 p.m. on August 3rd, residents in      neighborhoods throughout Hillsboro are asked to lock their doors, turn on outside lights and spend the       evening outside with neighbors and community       members at the City Park. There will be food, drinks, live music by Total Strangers, water games, and various other activities.</p>
<p>National Project Coordinator Matt Peskin said, “This is a night for America to stand together to promote       awareness, safety and neighborhood unity.  National Night Out showcases the vital importance of police-community partnerships and citizen involvement in our fight to build a safer nation. On August 3rd, we invite neighborhoods nationwide to join us in Giving Crime &amp; Drugs A Going Away Party.”</p>

Three battles have been held to date. A traveling trophy moves throughout the three offices based on who got the most votes from the people who donated blood at that &#8216;battle&#8217;.</p>
<p>Carter BloodCare serves 56 counties in North, Central and East Texas. In Central Texas we have 4 sub-regions, one for each Account Consultant. The Account Consultant for the Hillsboro area, which is in our North Central Region, is Dawn Radke. Our North Central region includes Hill County and McLennan County north of the Brazos River. The hospitals in Dawn&#8217;s service area are Hill Regional in Hillsboro and Lake Whitney Medical Center in Whitney.</p>
<p>Our keynote speaker for the evening was Sgt. Kim Munley, one of the two officers who stopped the Fort Hood shooter. She was fantastic. I don&#8217;t have a copy of her speech to share with you, but I can tell you the gist of it, which was a recounting of the events of November 5th from her perspective, including details of her injuries and her recovery. She also thanked Carter BloodCare’s blood donors for helping save lives every day, including hers. She acknowledged that she wouldn’t be standing there talking to them that evening if it hadn’t been for the blood that was available when she needed it. And she said that as a result of the shooting she had learned how the blood process works, because she didn’t know before. She received a standing ovation when she was introduced and when she was finished speaking. We also presented her with a Texas shaped plaque thanking her for her service to the community and to Carter BloodCare and we also gave her a dozen yellow roses. <p>&#8220;As Janet said, the response to the tragedy on Fort Hood was truly amazing and it touched all of our hearts. We thought it was only appropriate that tonight you get to hear directly from someone who benefited from that gift of life.</p>
<p>Sgt. Kimberly Munley, a 34-year old mother of two and civilian police officer with the Fort Hood Police Department, was washing her patrol car when the shooting broke out. Munley was on the scene in less than two minutes. She then confronted the shooter and exchanged fire. She was hit three times, in one hand and in both legs.</p>
<p>That part of it everyone knows. What you may not know is that Sgt. Munley lost more than half of her blood at the scene. Miraculously, she remained conscious all the way up until they gave her anesthesia for surgery. Upon arrival at the emergency room at Metroplex Health System, they immediately transfused six units of blood into her. She received more blood in each of the two surgeries she underwent there, for a total of eight units within the first twelve hours.</p>
<p>Sgt. Munley has come a long way since then, but the recovery process is still underway. Despite that, Sgt. Kim Munley is with us tonight to share her story. Please join me in giving her a big welcome.”</p>
<p>It’s important to know that the average person has 10 units of blood in their body. For women, it generally ranges from 8-10 units, for men 10-12 units. In Kim’s case, I would venture to say she is closer to 8 units, simply based on the fact that she is so tiny. She is 5-foot-two inches tall and slim built. So basically, if she received 6 units in the ER, that means she lost ¾ or most of her blood at the scene. As for her recovery – she is walking with a cane right now. She has had a knee replacement and she is facing the possibility of more surgery. She is in rehab and that leg is about 65%. She said the whole recovery process has been slower than she expected. (Isn’t it always?!) She was very genuine.</p>

<p>Highest Number of Units Drawn in a Single Day – Hillcrest Baptist Medical Center for their blood drive on December 9, 2009, which drew 77 units.</p>
<p>Highest Number of Units Drawn Annually – Baylor University’s Alpha Phi Omega – a repeat winner. In 2009 they collected 1,116 units of blood.</p>
<p>Highest Number of Units Drawn in a Single Day at a High School Blood Drive – Midway High School – for collecting 220 units on Nov. 13, 2009.</p>
<p>Highest Number of Units Drawn Annually in 2009 at a High School Blood Drive &#8211; Mexia High School. 245 units were drawn in blood drives held on May 13th and November 17th.</p>
<p>Highest Percentage of Participation Annually at a High School – Abbott High School with 331% participation in 2009, for drives held on January 6th, March 12th, May 12th and October 22nd. (This is based on number of students at the school versus actual donors. They are very good about getting the community to come out to their high school blood drives – plus they have 4 drives per year compared to the average 2 other high schools have, hence the 331% number.)</p>
<p>Newcomer of the Year – CBC – Central Texas – Northeast Region = Insurance Licensing Services of America – Groesbeck.</p>

<p>In August 2009, Investigator Brian Orban and Roseann Cox became certified forensic technicians, after attending an 80 hour Forensic Technician course, in Lubbock, Texas.  The course was sponsored by TEEX<a href="http://www.hillsborotx.org/wp-content/uploads/2010/02/crime-scene-21.jpg" rel="lightbox[1562]"><img class="size-medium wp-image-1567  alignright" title="crime scene 2" src="http://www.hillsborotx.org/wp-content/uploads/2010/02/crime-scene-21-90x100.jpg" alt="crime scene 2" width="90" height="100" /></a> through the Texas Forensic Science Academy.  Investigator Orban and Roseann Cox were trained in the proper procedures and methods of crime scene processing by using an array of items including, but not limited to, items specific for evidence collection.  During the course of training, Investigator Orban and Roseann Cox demonstrated a proficiency in the use of different tools, chemicals, and techniques used to process items at a crime scene.</p>
<p style="text-align: left;">Inve<a href="http://www.hillsborotx.org/wp-content/uploads/2010/02/crime-scene-31.jpg" rel="lightbox[1562]"><img class="size-medium wp-image-1572  alignleft" title="crime scene 3" src="http://www.hillsborotx.org/wp-content/uploads/2010/02/crime-scene-31-57x100.jpg" alt="crime scene 3" width="57" height="100" /></a>stigators use different tools, chemicals, and compounds to process a crime scene for latent fingerprints, blood and other serological evidence, as well as other trace evidence.  The implementation of crime scene investigators will lessen the time that detectives spend at a crime scene, allowing them to concentrate on identifying persons of interest, conducting interviews, apprehending violators and bringing closure to victims and their families.</p>

			<content:encoded><![CDATA[<p>The Hillsboro Police Department&#8217;s 2010 Citizens Police Academy begins Thursday, February 18th. The community outreach program gives participants the opportunity to have a better understanding of the role of the police officer and what is required of them. The program also allows for open communication between members of the community and law enforcement personnel. The meetings are held at the Police Department Training room, 303 N. Waco St. The program lasts for 12 weeks, with Thursday meetings from 6:00 pm until approximately 7:30 pm. Subjects will include patrol operation, building searches, criminal investigations and more. There will be instructors from state and federal law enforcement agencies. Students are asked to ride with a patrol officer during a weekend night shift, giving them a first hand experience of what an officer may encounter. The academy is open to anyone living or working in the Hillsboro area. Participants will be subject to a background check. <p><em>&#8220;Hillsboro Police  Department&#8217;s Citizens Police Academy was an extraordinary &amp;  exciting experience, thanks to all of the hard work put into the preparations for  this program by Chief Tony Cain, Officer Israel Abrego, Officer Paula Bettis, as  well as the rest of the officers in the department.  By the end, I didn&#8217;t want  it to be over.   I didn&#8217;t expect my participation would make me feel reconnected  with my community, which isn&#8217;t an easy endeavor for someone such as myself,  when trying to rebuild a new life after being the victim of a  crime.<br />
</em></p>
<p><em>Not only was there a wide  range of topics presented &amp; discussed, but we had several opportunities that  were hands-on activities such as traffic stops and building searches &amp; seizures, in which we were provided simulation equipment.  Personally, my favorite  hands-on activity was when we went to the shooting range and took a few shots with a handgun,  shotgun and an automatic.</em></p>
<p><em>I highly recommend this  program to anyone who is considering going to the Police Academy, because it gives a comprehensive  overview of the different functions and responsibilities that an officer is  expected to fulfill.<br />
