Notice is hereby given that the Board of Directors of the Economic Development Corporation of Hillsboro, Texas (EDC) will meet on Thursday, December 16, 2010 at 12:00 noon. The meeting will be held at the Historic City Hall building located at 127 E. Franklin Street in Hillsboro, Texas. The matters to be discussed and potentially acted upon are as follows:
1. Call Meeting to Order.
2. Call Roll.
3. Review and Approve Meeting Minutes from September 20, 2010.
4. Receive and Act on Administrator’s Report
A. Authorize EDC President to Sign and Submit IRS Consent Form for 2011
B. Authorize EDC Administrator to Explore Options for Former Airport Office and Take Action in That Regard, As Appropriate
C. EDC Waterline Project Completed
D. Designate Board Member to Recommend Slate of Officers to Be Elected at Organizational Meeting in January, 2011
E. EDC Certificates of Deposit Moved to Higher-Yield Checking Account
F. Progress With Marketing Materials
5. Discuss and Act on Matters Relating to EDC Properties
A. Review Proposals Received and Authorize EDC Administrator to Contract for Phase 1 Environmental Report and Preliminary Geological Soil Test for the EDC 20-Acre Property on Spur 579.
B. Voluntary Annexation and Utility Easement Procurement
(1) Authorize Applying for Voluntary City Annexation for EDC 20 Ac Property and All Tracts Associated With EDC Planned Business Park
(2) Authorize Coordinating Voluntary City Annexation For and With Phase 11 Property Ownership
(3) Authorize Coordinating Utility Easement from Phase 11 Property to City, and Paying the Compensation Requested From EDC Funds
6. Review, Discuss, and Adopt Resolution Approving EDC Investment Policy for 2011 and Designating City Finance Director as Investment Officer, Subject to Approval by City Council
7. Adjourn.
The public is hereby informed that the Hillsboro Economic Development Authority reserves the right to adjourn into Executive Session at any time during the course of this meeting to discuss any matters listed on the agenda, as authorized by the Texas Government Code, including, but not limited to Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), 551.087 (Economic Development), 418.175-183 (Deliberations about Homeland Security Issues) and as authorized by the Texas Tax Code, including, but not limited to, Section 321.3022 (Sales Tax Information).
