Notice is hereby given that the City Council of the City of Hillsboro shall hold a Special Meeting on Tuesday, December 15, 2009 at 6:00 p.m. and a Regular Meeting at 7:00 p.m. Both the Special and Regular Meetings will be held at Historic City Hall, 127 E. Franklin in Hillsboro, Texas. The matters to be discussed are as follows:

1. Call Meeting to Order.
2. Hold a Closed Session Under the Provisions of Section 551.071 of the Local Government Code (Consultation with Attorney).
3. Reconvene in Open Session.
4. Deliberate and Act on Matters Discussed in Executive Session, If Any.

REGULAR MEETING
1. Call Meeting to Order.

4. Hear Statements from Persons Wishing to Address the Council.
Consent Agenda
5. Deliberate and Act on the Approval of the Minutes for the Regular Meeting on December 1, 2009.
6. Act on the Approval of Bills.
Regular Agenda
7. Hold a Public Hearing, Second Reading, Deliberate and Act on an Ordinance Amending Ordinance O2004-01-01, Historic Landmarks and Districts, Section 4B, Composition and Appointment of Members, As Recommended by the Historic Preservation Commission.
8. Deliberate and Act on a Resolution Extending Ordinance O2004-01-01 as Amended by O2009-12-16 until the Next Designated Review As Provided in Section 18 of Ordinance O2004-01-01 and Accepting the Review and Recommendation of the Historic Preservation Commission.
9. Deliberate and Act on a Resolution Authorizing a Hangar Lease Agreement By and Between the City of Hillsboro and Timothy Morrow for Occupancy of One Half of the New Commercial Hanger at the Hillsboro Municipal Airport and Authorizing the City Manager to Negotiate and Execute All Necessary Documents.
10. Deliberate and Act on a Resolution Authorizing a Contract By and Between the City of Hillsboro and the Texas Department of Transportation for the Extension of Wastewater Utilities to the New Proposed Safety Rest Areas on Interstate 35 and Authorizing the City Manager to Negotiate and Execute All Necessary Documents.
11. Deliberate and Act on Resolution Approving a Tourism Agreement By and Between the City of Hillsboro, Texas and the Hillsboro Chamber of Commerce for the Period Beginning January 1, 2010 and Ending September 30, 2014 and Authorizing the City Manager to Negotiate and Execute All Necessary Documents.
12. Deliberate and Act on a Resolution Approving a Lease Agreement By and Between the City of Hillsboro and the Hillsboro Chamber of Commerce for Certain Real Property Described as the Restored MKT Railway Depot Building, 115 North Covington Street for the Period Beginning January 1, 2010 and Ending September 30, 2014 and Authorizing the City Manager to Negotiate and Execute All Necessary Documents.
13. Hear and Deliberate on City Manager’s Report.
