The Hillsboro Economic Development Corporation (EDC) is organized as a “4A” corporation under Article 5190.6, the Development Corporation Act of 1979. Its Directors are appointed by City Council, with support provided by the City Marketing and Development Administrator.
The EDC may utilize a portion of local sales tax receipts for specified activities that will encourage the development, retention, expansion and attraction of primary industrial companies. It provides initial review of applications for City tax rebate incentives and makes recommendation to the Council.

- Business Start-up and Early Stage Assistance: Referral to appropriate sources of business counseling.
- Existing Business Retention and Expansion Program: Events, visitation, resources, and regular contact with industrial and other major private employers
- Recruitment: Information, industrial/commercial property data base, local assistance for companies seeking to expand or relocate to Hillsboro.
