Economic Development
Economic Development is the process of creating jobs, expanding investment, and improving quality of life by helping a community to grow and thrive.
The Hillsboro Economic Development Corporation (HEDC) is a Type A economic development corporation created by the Development Corporation Act of 1979 and funded through a local sales tax to support eligible economic development projects. As a Type A entity, the HEDC is restricted to the use of those sales tax dollars on manufacturing and industrial development. The HEDC can purchase and sell real estate, invest in infrastructure, incentivize industrial projects, and also serves the City Council by evaluating and recommending incentive agreements between the City and a prospective company.

Other projects, such as Outlet Mall redevelopment and the various housing developments underway, are also an example of economic development in action – by providing more access to housing as well as encouraging growth. These efforts fall under the General Fund of the City of Hillsboro.
