Notice is hereby given that the City Council of the City of Hillsboro shall hold a Regular Session and Workshop on Tuesday, November 16, 2021 at 6:00 p.m.  The meeting will be held at the Historic City Hall, 127 E. Franklin Street in Hillsboro, Texas.  The matters to be discussed and acted upon are as follows:

1. Call Meeting to Order.
2. Invocation.
3. Pledge of Allegiance.
4. Hear Statements From Persons Wishing to Address the Council.

Agenda numbers 5 through 9 require no formal public hearing and are subject to being approved in a single motion.  However, any City Council Member or the City Manager may remove an item from the Consent Agenda to allow discussion and voting on the item individually.

5. Deliberate and Act on the Approval of the Minutes for the Regular Meeting on November 2, 2021.  
6. Act on the Approval of Bills.
7. Deliberate and Act on a Resolution Regarding a Request by the Main Street Board to Close Various Streets for the Purpose of Holding “Christmas Under the Stars”, the Christmas Parade and Related Events on Saturday, December 4, 2021.
8. Deliberate and Act on a Resolution to Obtain a Line of Credit and Authorize the City Manager to Negotiate and Execute All Necessary Documents.
9. Deliberate and Act on a Resolution Approving the Recommendation of the Selection Review Committee to Award an Architectural Firm for Architectural and Design Services for the Expansion of the Hillsboro City Library to Accommodate Convention and Meeting Space, a Genealogy Center and an Expanded Children’s Library.

10. Hear and Deliberate on a Presentation From Dr. Michael Morrison Regarding the Impact of the 2020 Census.
11. Hold a Public Hearing, Second Reading, and Deliberate and Act on a Proposed Ordinance Accepting the Recommendation of the Planning and Zoning Commission to Rezone Property Bounded by Lamar Street, South Covington Street, Martin Street, and South Bois d’Arc Street From Commercial (C) to Restricted Neighborhood Commercial (RNC).
12. Hear and Deliberate on City Manager’s Report.
