City Council Special Meeting Agenda

Notice is hereby given that the City Council of the City of Hillsboro shall meet in special session on Friday, February 17, 2023 at 6:00 p.m. The meeting will be held at Historic City Hall, 127 E. Franklin Street in Hillsboro, Texas.  The matters to be discussed and acted upon are as follows:

1. Call Meeting to Order
2. Hear Statements From Persons Wishing to Address Council.
3. Hold a Public Hearing Under Section 311.003 of the Texas Tax Code to Hear Comments from the Public Regarding Project and Financing Plans for Tax Increment Reinvestment Zone Number Two of the City of Hillsboro that Would Increase Total Estimated Project Costs and Designate Property Within the Zone to be Acquired by the City 

4. Hold a Public Hearing, Second Reading, and Deliberate and Act on an Ordinance of the City Council of the City of Hillsboro, Texas, approving a Project and Financing Plan for Tax Increment Reinvestment Zone Number Two, City of Hillsboro, Texas, Established pursuant to Chapter 311 of the Texas Tax Code; providing a Severability Clause; Finding and Determining the Meeting at Which This Ordinance is Adopted to be Open to the Public as Required by Law; and Providing an Effective Date

5. Deliberate and Act on a Resolution of the City Council of the City of Hillsboro, Texas, approving a Development Agreement with Glaser Retail Partners, LLC, for Development and Redevelopment Located in Tax Increment Reinvestment District Number Two of the City of Hillsboro, Consistent with and in Implementation of the TIRZ 2 Project and Financing Plan, and Authorizing the City Manager to Execute All Necessary Documents

6. Deliberate and Act on a Resolution of the City Council of the City of Hillsboro, Texas, Approving the Purchase of up to 32 Acres of Real Property Comprising a Portion of the Hillsboro Outlet Mall, Located in Tax Increment Reinvestment District Number Two of the City of Hillsboro, Consistent with and in Implementation of the TIRZ 2 Project and Financing Plan, and Authorizing the City Manager to Execute All Necessary Documents

7. Adjourn
