Downtown Activation Plan
The Downtown Activation Plan is a companion document to Hillsboro: 35 & Beyond, the City's comprehensive plan. It provides a roadmap for strengthening downtown through targeted improvements, business growth, redevelopment, housing opportunities, events, and public spaces.
The plan focuses on practical steps that can help bring more people downtown, support local businesses, encourage investment in historic buildings, and build on the momentum already taking place in the Main Street District. It also identifies specific opportunity sites and implementation strategies that can guide future public and private investment.
Adopted by the City Council on May 19, 2026, the Downtown Activation Plan serves as a guide for city leaders, property owners, business owners, and community partners working to ensure downtown remains the economic and cultural heart of Hillsboro.
