Strategic Plan
The 2022-2027 Strategic Plan was developed through a community-driven process that included public meetings, community surveys, market analysis, and workshops with City Council and staff leadership. Residents helped identify the issues and opportunities most important to Hillsboro's future, including growth, infrastructure, communication, beautification, economic development, and quality of life. Those community priorities became the foundation for the City's eight strategic goals and continue to guide decision-making, budgeting, and long-range planning today.

How should Hillsboro grow?
The Comprehensive Plan provides a long-term framework for growth and development. It addresses topics such as housing, transportation, infrastructure, economic development, land use, and community character.

3. Downtown Activation Plan
How do we make downtown stronger and more active?
The Downtown Activation Plan focuses specifically on downtown Hillsboro and identifies strategies to support redevelopment, business growth, housing opportunities, public spaces, events, and investment in the Main Street District.
