Objective                                                       

Responsible for all Library services in the City of Hillsboro.

General Statement of Duties                       

This is highly responsible administrative work involving the direction of a broad range of public library functions.

Work involves responsibility for the management of a public library collection and for the provision of library services to patrons and community organizations. Duties include policy recommendation, departmental planning, and direction and administration of library activities. The position is also invested with making the most difficult library technical decisions. The work requires that the employee have thorough knowledge, skill and ability in every phase of the public library field.

Essential Duties and Responsibilities         

  1. Supervises and schedules all staff in Library including regular fulltime and part-time staff, volunteers, all contract labor and all contracted staff provided by Grant Funding; directly or through appropriate delegation
  2. Administers personnel policies and procedures for library employees, including training, development, scheduling, and evaluation, either directly or through appropriate delegation
  3. Participates in the recruitment and selection of library personnel
  4. Responsible for developing print and non-print collections, including selection, organization, maintenance, preservation, withdrawal, and disposal of materials, either directly or through appropriate delegation
  5. Prepares and presents library budget proposal for approval, including City, State, and grant Funds. Monitors and approves expenditures from the annual operating budget
  6. Writes, recommends and implements library operating policies and procedures in keeping with the  policies of the Library Board of Trustees and the City of Hillsboro;
  7.  and to review the library's menu of services
  8. Develops short-term and long-range goals and plans for collections, services, and programs in keeping with the library's mission statement and operating policies; studies and plans development of library services to meet present and future community needs
  9. Participates in the planning, organization, and management of technical and automation services for the library
  10. Directs a public relations program to promote and publicize the library's collections, services, and programs within the community
  11. Maintains knowledge of new developments in the library profession, including technological advances, through professional development opportunities, including but not limited to participation in activities of professional organizations and networks and of the Texas State Library & Archives Commission
  12. Interacts with the appropriate city employees and contractors  for the maintenance of the Historic Library Building, furnishings, and equipment either directly or through appropriate delegation
  13. Responsible for the collection and accounting of fines, fees, and other charges
  14. Administers the volunteer program, including recruitment, training, scheduling, and evaluating either directly or through appropriate delegation
  15. Prepares regular narrative and statistical reports for the City Manager, City Council, the Library Board of Trustees, and others as designated
  16. Assists in preparing meeting agendas and materials and participates in Library Board of Trustees meetings, and Friends of the Hillsboro City Library meetings
  17. Supervises all reports made to Texas State Library and Archives Commission (TSLAC), Partners Library Action Network (PLAN), and any other funding entities;
  18. Supervises deposits of all monies collected by Library;
  19. Actively participates in State and National Library Associations
  20. Establishes priorities as determined by need

Additional Responsibilities                

  1. Advises, consults, and confers with other libraries, professionals, officials, citizens, and community groups
  2. Reviews and evaluates the library's services and programs on an annual basis
  3. Prepares grant requests to state and federal agencies and non-profit foundations, and administers grant funds upon award
  4. Maintains inventory of department equipment, furniture, and supplies
  5. Prepares specifications for purchase of equipment and supplies
  6. Assists with direct patron services, as needed
  7. Works with the Friends of the Library organization in promoting the library before the community
  8. Attends conferences, workshops, and meetings and reads professional literature to stay informed on issues related to library management and services
  9. Serves on professional and community committees, as requested, to advance the library and the library profession
  10. Performs other duties, as required

  • Ability to represent the library at professional and community meetings
  • Must be computer literate. 
  • Able to speak effectively before groups. 
  • Basic mathematical skills, ability to add, subtract, multiply and divide.

Physical Ability                                              

Tasks involve the ability to sit for extended periods of time, the use of hands to handle or feel, and the lifting, carrying, pushing, and/or pulling of heavy objects and materials (10-25 pounds) and reach upper level shelving.

Environmental Factors                                

Tasks are completed in a normal office environment with moderate noise or in group situations as participant or presenter.

Experience and Training                

Masters of Library and Information Science (MLIS) or Masters of Library Science (MLS) Degree from an ALA accredited University plus at least 5 years of increasingly responsible administration experience in a public library.

OR

Any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
