City Cemeteries

A pavilion is located in each cemetery with a registry and location of those buried within that cemetery. This information is displayed on a kiosk at Ridge Park Cemetery, and on a physical list at the Old City Cemetery.

No spaces are for sale at the Old City Cemetery. Ridge Park Cemetery grave spaces sell for $600 each space if located along a road (road side spaces). All other spaces except for babyland are $550 for each space. Babyland spaces are $50 each.

Contact Cemetery Superintendent to purchase a curbing permit from the City. Once the curbing permit is paid for, the City will arrange a time to properly mark grave spaces for curbing and meet with the grave space owner and the contractor doing the work. Inspection of concrete forms will be done before concrete is allowed to be poured to ensure rules for curbing are met.

The owner of the space or monument company contacts Cemetery Superintendent to purchase a monument permit. Once the permit is paid for, space will be marked for proper placement by the monument company.

Every first and third Tuesday of the month.

The City of Hillsboro welcomes input from interested citizens. The deadline for placing an item on the agenda is noon the week prior to the regular meeting (normally a Tuesday).  In order for the City Council to fully understand your item and ensure efficient council meetings, it is important that you describe the item with as much detail as possible and include any supporting documentation so that it may be included in the Council’s meeting packets.  Please contact the City Secretary if you have any questions.

Fire / Rescue

No outside burning is permitted in the city limits of Hillsboro unless for cooking. If you are cooking on the ground contact the central fire station with a location to avoid fire department response in case a passerby calls 911.

Yes, the fire department is more than happy to come out and check or install smoke detectors. If you would like this service contact the central fire station.

Note: smoke detectors and batteries have limited availability. The detectors and batteries are donated by the community. Donations are accepted at the central fire station.

Station tours are welcome from 8-5 p.m. Monday thru Friday. No scheduling is needed. Come by and see us!

Note: For large groups or to have the Fire Department come to an event, please feel free to contact the Central Fire Station to schedule.

CPR and first aid classes are held at the Fire Department on the first Monday of each month. We ask that you please call ahead. Exceptions can be made for different times with large groups. Contact the Central Fire Station for scheduling or to ask questions about the classes.

Note: Cost is $10 for CPR and $10 for first aid, to cover the cost of books and CPR cards.

Yes, we can check your blood pressure anytime. That is a service that we provide. If we are out of the station, feel free to contact 911 and let them know the situation.

The Fire Department is more than willing to do home inspections for fire and safety hazards. For group events feel free to call and schedule a date to have someone from the Fire Department come out and speak.

A resume is sufficient for reviewing credentials. However, to apply for a job opening, a completed employment application is required.

Inspections

The best way to find out if you need a permit is to call your local building department. Permits are usually required for the following:

New buildings

Additions (bedrooms, bathrooms, family rooms, etc.)

Residential work (decks, garages, fireplaces, pools, water heaters, etc.)

Renovations (garage conversions, basement furnishings, kitchen expansions, re-roofing, etc.)

Electrical systems

Plumbing systems

HVAC (heating, ventilating and air-conditioning) systems

 

Permits are required for repairs or replacement of the parts of a building related to maintenance of structural integrity and systems related to Mechanical, Electrical, or Plumbing.

Yes. Water heaters are covered under the Plumbing and/or Fuel Gas Code, and State Law. It is illegal for anyone, even a homeowner, to replace a water heater without a permit. People are killed or injured yearly due to improperly installed water heaters.

Permits for driveways entirely on private property that do not tie into the curb/street are not required. Permits are not required for sidewalks entirely on private property. Permits are not required for retaining walls not over four feet in height unless the retaining wall is close enough to a structure that it is carrying foundation loads. Retaining walls over four feet in height require permits, and plans must be prepared by a State of Texas registered Professional Engineer. No permit for patio slabs is required unless the slab carries roof loads.

Yes. Due to the extremely expansive soils in this area, foundations (new and addition) must be designed by a State of Texas Registered Professional Engineer.

Increased Value — Your home or business is an investment. If your construction project does not comply with the codes adopted by your community, the value of your investment could be reduced. Property insurers may not cover work done without permits and inspections. If you decide to sell a home or building that has had modifications without a permit, you may be required to tear down the addition, leave it unoccupied, or do costly repairs.

Ensures Safety — Your permit also allows the code official to protect the public by reducing the potential hazards of unsafe construction and ensuring public health, safety, and welfare. By following code guidelines, your completed project will meet minimum standards of safety and will be less likely to cause injury to you, your family, your friends, or future owners.

All applicants must fill out a peddlers permit application for each person that will be selling items.

Peddler permits are required for anyone going from door to door or who is setting up on the property where they have permission to do so.

Charitable organizations (boy scouts, girl scouts, etc.) are required to obtain a peddler’s permit but the fee may be waived.

Permits are good for 1 month only ( $30.00 per month)

An individual can pay for as many months in advance as they desire or get a discount by paying for a year at a time ($300.00).

The application for a permit must be accompanied by a bond of $1,000.00 (one thousand dollars) signed by the applicant, as surety, by some surety company authorized to do business in this state, payable to the City of Hillsboro, Texas. Instead of a bond a peddler can provide a copy of insurance that covers any liabilities.

Applicants that plan to sell prepared food products must show proof of a doctor’s examination for communicable diseases.

All applicants must show driver's license, if such license is held, and must be fingerprinted and photographed at the Hillsboro Police Department by the Chief of Police.

Peddlers can not engage in the business of peddling within the city between the hours of one half (1/2) hour before sunset and 9:00 a.m. the following morning, or at any time on Sundays except by specific appointment with or invitation from the prospective customer.

Soliciting is Prohibited:

At residences with No Solicitors signs posted

Within 1000’ schools,

Within 1000’ of designated intersections,

If under the age of 18,

Without a traffic safety vest.

Handbills are prohibited on any Public Property, Right of Way, Utility poles, Fences, etc.

State Certificate required for the sale of nursery/floral stock.

Generally speaking, the following work is exempt from permits.

Building:

 One-story detached accessory structures are used as tool and storage sheds, playhouses, and similar uses, provided the floor area does not exceed 120 square feet (11.15m2).

Sidewalks and driveway not more than 30 inches (762 mm) above grade and not over any basement or story below and which are not part of an accessible route.

Painting, papering, tiling, carpeting, cabinets, countertops, and similar finish work.

Electrical:

Repairs and maintenance: A permit shall not be required for minor repair work, including the replacement of lamps or the connection of the approved portable electrical equipment to approved permanently installed receptacles.

Gas:

Portable heating, cooking, or clothes-drying appliances.

Replacement of any minor part that does not alter approval of equipment or make such equipment unsafe.

Mechanical:

Portable heating appliance.

Portable ventilation appliances.

Portable cooling unit.

Steam, hot, or chilled water piping within any heating or cooling equipment regulated by this code.

Portable evaporative cooler.

Self-contained refrigeration systems containing 10 pounds (4.54 kg) or less of refrigerant or that are actuated by motors of 1 horsepower (746 W) or less.

Yes, curfew hours are 11:00 p.m. until 6:00 a.m. on any of the following nights: Sunday, Monday, Tuesday, Wednesday, or Thursday; and 12:00 midnight until 6:00 a.m. on any Friday or Saturday nights. However, during June 1st through August 15th, curfew hours means 12:00 midnight until 6:00 a.m. every night.

Accident reports can be picked up 10 working days after the date of the accident at 303 N. Waco St. at the Hillsboro Police Department. The cost is $6.00 for the report.

When you see emergency vehicle lights, move right in a controlled manner. Don’t slam on your brakes. If an emergency vehicle running lights and sirens approaches an intersection, stop and make eye contact with the driver to let them know that you see them.

Rental Facilities

The Historic City Hall is available for an 8 hours rental use between 8 a.m. and 10 p.m. Approval by the facility administration is required to use the facility past 10 p.m. but no later than 12 a.m and additional rental fees apply. Your rental times include set up and clean up time as well.

The meeting hall can hold up to 150 persons seated at tables. No more than 200 for standing room only.

The Historic City Hall has an inventory of 20-round tables, 90-White folding chairs, 8-8 ft rectangles, and 4-6 ft rectangle tables. The use of the tables and chairs are included in the $200.00 rental fee.

Only free-standing decorations and table decorations are allowed in the Historic City Hall. We do not allow any kind of rope, string, tape, nails, tacks, glue, or poster putty attached to any painted surfaces, wood features, lighting fixtures, glass doors, or windows.

Yes, alcohol is allowed at the Historic City Hall with the approval of the facility administration and a copy of an approved security plan from the City of Hillsboro Police Department.

The security officer fee is $45.00 an hour per officer and they stay until the rental time is over. This is when they are paid by the renter. Off duty, police officers volunteer to work the event. The Police Department determines how many security officers to have on the property and inside the building. The security officers have the option to call in additional security as needed.

In order to have the deposit refunded, we require the building to be left as you found it with no damage. All food, trash, decorations, and caterers' equipment be removed that day. Cleaning requirements include wiping down tables and chairs before storing, sweeping, and mopping excess debris and food/drink spills. We provide the cleaning tools, trash cans, and liners and there is a dumpster located in the back parking lot. Non-compliance to any of these requirements will forfeit your deposit. If a refund is approved, then you will receive a check in the mail one to two weeks after the event.

The building has a parking lot on the north side (Church & Fancher Streets) that will accommodate up to 15 cars. There is a city parking lot across from the front entrance on Franklin Street, and a County parking lot on Franklin just to the east of the building. Along with the street parking spaces, there is adequate parking for the building.

The Historic City Hall deposit fee is $200.00 and the rental fee is $200.00. The deposit fee is required up front to hold the date and is held in a separate fund. There are other services we provide for a fee.

Splash pad hours are 10 a.m. to 9 p.m., from May to the end of August.

Yes, reservations can be placed on either pavilion at both parks.

Yes, reservations can be placed on these fields.  Consideration must be taken not to conflict with the high school’s game schedule or Hillsboro Sports Association’s game schedules.

No, but if someone has reserved a facility, then you must leave that area for the time allotted on the reservation form. All pavilions are “first come first serve” as long as no reservation has been paid for.
